Add User to Organization
POST/v1/org/:org_id/users
Add a user to the organization by email address.
If no Hubble account exists for the email, one is created and joined to
the organization immediately, and the new member is returned (200).
If an account already exists it is not joined directly, because an
account may belong to people outside this organization and email is a
guessable identifier. A pending invitation is created instead and
returned (202); the account holder becomes a member only once they
accept it. Use GET /v1/org/{org_id}/pending_invites to track it and
DELETE /v1/org/{org_id}/invitations to revoke it.
A user who is already a member is returned unchanged (200), so the
endpoint stays idempotent.
